NorCal Referee Guidance
Abuse of any participant has no place in our soccer environment, and referees have long been the target of much abuse from coaches, players, and spectators. NorCal supports US Soccer’s effort to curb the abuse faced by referees every week. However, the updated policy has been released without any guidance or training to referees on how to adjust their interaction with coaches and players based on these new guidelines. As such NorCal is issuing the following guidelines to all referees in Northern California, until such time as we have clear guidance from US Soccer.
- Any abuse (using the new broader definition) is not acceptable and must be addressed
- All non-physical abuse Level 2, 3 and 4, and all physical abuse offenses should result in an immediate send off when committed by a player or a coach
- For non-physical abuse Level 1 (verbal taunting) offenses, NorCal encourages referees to caution the offender. If this is a second caution the offender is then immediately sent off regardless of the type of the two offenses.
- If spectators exhibit Level 1 and 2 non-physical abuse (verbal taunting and harassment/intimidation) referees should engage with the coach, issue them a warning, and give them the opportunity to address the issue with their parents
- If spectators exhibit Level 3 non-physical abuse (threats/derogatory language) we want referees to engage with the coach, issue them a caution, and give them the opportunity to address the issue with their parents
- For all other spectator non-physical abuse (offensive or discriminator act) and all spectator physical abuse referees may send off the senior coach
This guidance is from NorCal Premier Soccer and incorporates the latest guidelines issued from US Soccer and CNRA. This will be updated if further guidance is issued from those organizations.

El abuso de cualquier participante no tiene lugar en nuestro entorno de fútbol, y los árbitros han sido durante mucho tiempo el blanco de mucho abuso por parte de entrenadores, jugadores y espectadores. NorCal apoya el esfuerzo de US Soccer para frenar el abuso que enfrentan los árbitros cada semana. Sin embargo, la política actualizada se ha publicado sin ninguna orientación o capacitación para los árbitros sobre cómo ajustar su interacción con entrenadores y jugadores según estas nuevas directrices. Por lo tanto, NorCal está emitiendo las siguientes pautas para todos los árbitros en el Norte de California, hasta que recibamos una guía clara de US Soccer.
- Cualquier abuso (según la nueva definición ampliada) no es aceptable y debe abordarse.
- Todo abuso no físico de Nivel 2, 3 y 4, así como todas las ofensas de abuso físico, deben resultar en una expulsión inmediata cuando sean cometidas por un jugador o un entrenador.
- Para las ofensas de abuso no físico de Nivel 1 (provocación verbal), NorCal recomienda a los árbitros amonestar al infractor. Si esta es una segunda amonestación, el infractor será expulsado de inmediato, sin importar el tipo de las dos infracciones.
- Si los espectadores exhiben abuso no físico de Nivel 1 y 2 (provocación verbal y acoso/intimidación), los árbitros deben dirigirse al entrenador, emitirle una advertencia y darle la oportunidad de abordar el problema con los padres.
- Si los espectadores exhiben abuso no físico de Nivel 3 (amenazas/lenguaje despectivo), queremos que los árbitros se involucren con el entrenador, le emitan una amonestación y le den la oportunidad de abordar el problema con los padres.
- Para cualquier otro abuso no físico por parte de los espectadores (actos ofensivos o discriminatorios) y cualquier abuso físico por parte de los espectadores, los árbitros pueden expulsar al entrenador principal.
