National 1 League Overview
For the 2026/27 season, the National 1 League will replace the National Premier League as the top team-based league in Northern California. The National 1 League (N1) brings together two established league platforms – US Club Soccer’s National Premier League and US Youth Soccer’s National League – in an extraordinary display of collaboration. Team participating in N1 in Northern California will join a carefully constructed system of conferences and districts that will create a more robust national footprint for the league.

National Structure

The National 1 League brings the best of both worlds together, providing local competition, aimed at reducing travel and costs for families, while being part of a truly national infrastructure. Teams participating in the NorCal N1 district will be part of a national landscape with 37 different districts across the country, competing for a National Championship in the ECNL Conference League Playoffs.
NorCal League Architecture

The National 1 League will replace the NPL within NorCal Premier’s league competition structure, which provides merit-based pathways for team and club advancement. Any team from a NorCal member club may earn promotion to the highest level of NorCal league competition (ECNL Regional League) through their performance within the NorCal leagues. Clubs can earn promotion into the highest level of US Club competition (ECNL) based on their performance within the NorCal League structure.
Team Promotion Pathways
Merit-based competition is a core philosophy of NorCal Premier. We believe that providing pathways for ambitious teams to advance, and for underperforming teams to fall, is not only healthy for our soccer environment, but that it creates better competition, which in turn helps create better players. While not a strictly promotion/ relegation system throughout every age and level, team placement is based on previous team performance in order to form the most competitive divisions possible.
- NorCal Premier, Gold, Silver, and Bronze divisions: teams may request their placement. While past performance is taken into account, team requests are heavily favored, but not guaranteed.
- National 1 League: for the 2026/27 season, any team that participated in a State Premier or NPL division will be eligible for placement into N1 for the fall of 2026. The expanded format (partly due to the age group shift) will be in place for the 2026/27 season only and may change for future seasons.
- ECNL RL: teams who win their divisions in the Spring Championship N1 will be eligible for promotion into the ECNL RL as wildcard teams. Because relegation is not guaranteed for all teams, promotion will depend on the number of spots that are open based on relegated teams.
- ECNL: there is no team-based pathway into the ECNL as it is a fully club-based competition
Club Promotion Pathways
In partnering with the ECNL over five years ago, our intent was to create a merit-based pathway for ambitious clubs to be able to earn their way to the highest level of competition available within the US Club ecosystem. With 10 clubs having earned promotion into the ECNL based on their performance in NorCal competitions, this pathway is real and the most advanced merit-based pathway in the country.
- National 1 League: the National 1 League is a fully team-based competition available to any NorCal club whose team is at the appropriate level. There is no guaranteed access to N1 based on club status.
- ECNL RL: clubs can earn promotion to become an ECNL RL member club based on performance within the NorCal league competition. Each year, NorCal looks to identify and promote the top-performing clubs on the boys and girls side.
- ECNL: ECNL RL member clubs can earn promotion to the ECNL based on their performance within the ECNL RL – NorCal division. Each year, the ECNL looks to identify and promote top-performing clubs across the country. Being the best club in the NorCal ECNL RL does not necessarily qualify a club for promotion, as the number and scale of promotion into the ECNL can change each year.
National 1 NorCal League Structure

Fall 2026: Regional Divisions
In the fall, regional divisions will be formed based on the number of teams and their locations. Regional divisions will allow all teams to start the season with a chance to win the league and earn a postseason spot, while reducing travel and cost on families.
Spring 2027: Championship Divisions + Regional Divisions
In the spring, top teams from each regional division will qualify for two “Championship” divisions, one based in the bay (west) and one in the valley (east). The number of teams that qualify from each regional division will depend on the number of teams and divisions in the fall and will be published prior to the start of the fall season. Any team not qualifying for the “Championship” divisions will be placed back into regional divisions for the spring. Top teams from each “Championship” division will play off at the end of the spring to determine the league champion as well as postseason spots.
Team Application and Requirements
For the 2026/27 season, due to the age group change, the National 1 League will be open to any team that has participated in the 2025/26 season NPL or State Premier divisions. This expanded format will allow teams to start on equal footing in the fall of 2026 and earn their way to a district and national championship. Regardless of where you started in the 2025/26 season, any team can earn its way to the top!
Team applications will open with all other NorCal 2026/27 season applications on May 1st.
